Unique Catalog of Procedures

At an official ceremony, held on Tuesday August 25, 2009 at the Convention Center, Granados Park Hotel, Asunción, Paraguay, the political validation of the survey of procedures of the Public Administration’s Decentralized Ministries and Entities was carried out.  It is a project financed by the national government and the European Union.

Some of the attendees were: the President of the Republic of Paraguay, Fernando Lugo; the Treasury Minister, Dionisio Borda; the Chief of Staff, Miguel López Perito; and the Director of the Technical Unit of Modernization, Eng. Roberto Fernández Schroeder, as well as the Ministers and State Authorities.  VATES was represented by Bernardo Barra, General Manager, Pablo De Ninnis, Software Production Manager, and Germán Arillo, Project Auditor.

VATES was responsible for the execution of this project, highly important for the citizenship.  It lasted 4 (four) months and included an interdisciplinary team of Paraguayan and Argentinean professionals, specialists in public project management, organization and methods, computer systems, inter-institutional relations, and change and training management.  Such professionals worked together with the Presidency of the Republic, 10 Ministries and 19 Decentralized Entities.

The goal of the project is to achieve transparency, legal security and efficiency, improving the relations between public administration, citizens and micro, small and medium-sized companies. It aims at satisfying the demands and needs of the citizenship and organizing the services to be provided, which will be less complicated and more agile.

Eng. Roberto Fernández, director of the Technical Unit of Modernization, stated that “today, a new transcendental landmark is set in the process of modernization of the public administration in Paraguay.”
